When Jake researched washers and dryers, he found that the top rated front-loaders were by Samsung. We love ours! We were scared that, with top loaders, they would shake the house badly on the spin cycle (this is a big complaint for to-loaders, some even “walk” across the room). But our washer/dryer set is on our second floor and we haven’t had any problem at all! The wash time is longer than we’re used to, but our water bill has gone WAY down (Yay!) and they use a lot less electricity too. For a family that averages two loads a day, that’s pretty darn important. The load size is a lot bigger, too (I really like not having to go to a laundrymat for our bedding). Ours was in your budget (we skipped out on the pedestal things), but we got a deal on them: they were on sale as a pair, and new models were coming in to replace them.
We didn’t do as much research on top-loaders (so I’m not much help because that’s what you are probably going for), but we were considering this one: http://www.samsung.com/us/appliances/washers-dryers/WA422PRHDWR/AA

Oh my, those kittens are adorable. We decided to wait a little before deciding wether or not there would come another pet in our home, but looking at those little darlings makes me want to run to the shelter to get one!
My husband and I have been married for almost 7 years and these are our first real pets! SO much fun and they came into our lives at exactly the right moment
